API Certifications? How were they
started? Why were they developed? In reality, the API Certifications are quite young. They have not been around all that
long.
API Certifications were driven by the OSHA audits that were conducted in the late 1980’s. In the late ‘80’s there were several accidents that happened close together that resulted in deaths. OSHA audits revealed that process safety had room for improvement.
- At the time, there were no real “certified” inspectors on run and maintain
- Also, at the time, there was no “real Maintenance Vessel Code”. There was new construction code B31.3 and National Board which was for new construction.
API conceived the idea to write a vessel maintenance code and a certification policy. The first API certification tests were given in late 1989. A total of ten (10) people took the first test, with four (4) passing.

Individual Certification Program News:
- First Supplemental Inspector Certification for API 580 was given in March 2007
- The first API 571 exam on Degradation Mechanisms was given in March of 2006.
- The first API 580 exam on Welding Inspection will be offered in March 2008.
